If your dog is holding his tail in a high position and wagging ir it could be a sign of aggression. So be aware if a dog is wagging his tail in this method it could mean you could get bitten.

Wagging of the tail could just mean they are excited and curious about something. The faster they wag their tail the more excited they are. The speed at which your dog wags his or hers tail can range from very slow to extremely rapid. If their tail is positioned straight up, it means they are very curious about something and are ready to confront whatever has caught their attention.

Another clue to understanding about what is on your dog might be thinking is to observe the position of their ears. If the ears are pointed straight up they are focused on something. They are very curious about something in the area. This could be caused by another dog in the vicinity or the possibility of human contact. If their ears are in a flat position this indicates they are very content, especially if they are being cuddled.
